If you get to Santiago, Chile, you will definitely want to take a plane from Santiago to Arica city, it's a three hour flight from the capital. When you get to Arica take a taxi to Las Machas beach - unpack your kite and ride! With a car you can drive directly on the beach to the water. Very close to the boarder to Peru.
