Outgoing tide is the best, or the current may negate some of the wind. Good for learning at low tide, at high tide you need to stay upwind to stay away of the south jetty, since the city doesn't want anyone kiting between the jetty and the pier. Watch out for the sign posts in the water at high tide. Tides make a big difference.

Take I-95 towards Savannah GA, Exit on highway 16 east to Savannah. Come into downtown Savannah and hit Bay Street. Go to the end of Bay Street and turn left on President Street. Follow President Street until it turns into Highway 80, follow 80 for 20 mins and you will run into Tybee Island. Follow highway 80 to the South tip of the island until you reach 19th street. Park and get to the beach.
